The building stands in the north-western sector of the lands that were part of the old Teodoro Gomez de la Torre High School. It is located in the Pedro Moncayo Park. The tower contains five levels: the ground floor and the first upper floor correspond to spaces of construction; while the next levels were built as appropriate structures to place the clock. The last level is formed by the dome and chokecherry. The facade is formed by an arcade with arches of the lowered point, also the finishing of columns and cornices are different in the facades when they were changed abruptly by a brick façade.

Currently, the architectural complex, which includes the tower, has begun a stage of reconstruction.
